I think Fuel Moto only does custom maps for customers that buy from them. If you can't connect to the ECU, you are no-go either way.

What brand tires does the F3-T have?
Has the front pulley been replaced per the Spyder recall?
The PV3 is designed to read data from the ECU, and to load a modified map to the ECU. If you can't connect yours to the ECU, it is useless.
As T.P. suggested, contact FuelMoto. They will not help...

When I had a similar problem with my 2015 F3-S, it did not downshift when coming to a stop, but stayed in fourth gear and ran at a higher rpm like the throttle was stuck until I turned the key off.
Problem sounds similar to a problem I had one time.
