Parking Brake won't release in cold temps - ideas?
I have a 2012 rs se5 every time the temp drops to freezing the parking break seems to freeze and wont release this did not happen on my 2010 rs rm5

A couple of 12mm wrenches to adjust ( loosen) the cable on the parking brake will work wonders. Just don't loosen it too much.

not sure just got the bike all i do know is that it works fine until the temp drops to freezing or lower then it locks on

If you check the parking brake mechanism, it is a simple mechanical cog/pawl which releases when the pawl disengages. I'm guessing maybe yours needs lubrication. (A bit of lube solved an opposite problem when mine wouldn't engage.)
If the brake mechanism is working fine, as others have suggested, maybe the cable needs to be lubed.
