In Europe most bikers wave too, but in the UK we pretty much never do. We nod instead. I don't know for certain, but I think it may be because we drive on the left, therefore passing throttle hand to throttle hand. For everyone else to wave means lifting your left or clutch hand which I'd easy to do, for us it would be our throttle hand which is more complicated.
Incidentally there is etiquette to be obeyed. Usually bikers only nod to bikers, not scooters. This is do to me as prior to crippledom I had a 1200cc Buell and a 49cc Piaggio Zip. In France bikers wave, but to be really cool you need to wave with your hand as close to the road as possible!

I do not remember the raised fist (but then, I can not remember much way back then). I do remember MY BSA Gold Star, DBD34. Big fight back then, why would anybody pay $300 more for a B-34 (1959 price $1090.00 then a then a B-33. Couple speed runs and they found out. B-33 blew up, both were big 500 cc bikes

I Wave to most everyone not in a cage of some sort - but do wave to all antique vehicles, most small convertibles and cars with a military sticker that I see soon enough. I've ridden/ had scooters since the late 50s. They are super. On my third Honda Helix 250 now, along with a 1983 Honda VF750 Magna and RT Spyder. By all means wave to the Law Enforcement riders - don't panic if they turn around and pull you over. They want to know about the Spyder. I've let 3 ride my Spyder in a nearby parking lot or road. They all seemed to enjoy being treated like normal people rather than an adversary. I will admit I did not wave to the nice Motor Policeman with the radar gun a couple months ago, but I did nod and so did he.
