@raywill3561 has almost certainly hit the nail on the head up there. ^
Without going into the nitty gritty, a rough outline of what might happen goes something like this - generally (but not exclusively or even necessarily), IP's (or blocks of IP's) that are frequently used by scammers/spammers or other unwanted entities may end up being blocked at a number of levels, usually to bar those unwanted entities easy access to the internet/that site/whatever, and that can happen at many levels in the chain of organisations that work together to enable the internet to happen, it might even be done by the platform provider, site owner, or at the website/Forum Server Admin level, but this responsibility is
usually something managed by service providers. Then, over time, any 'now un-used' IP's/blocks of IP's (including those that've been un-used only because they've been blocked in an attempt to block the nasty types abusing them) might be assigned/re-assigned to other regions &/or internet providers, which can mean that
your internet provider may knowingly or unknowingly end up with some of them, and they (well, their software actually) might then assign one of those IP's to you when you log on next, often on a basically random basis, and this might be the cause of your occasional 'lock-out'... If resetting your modem &/or logging out completely and restarting your session doesn't fix it by getting you a new IP for the new session, or if it happens often, your service provider should be able to do something at one or many of a number of levels, ultimately even up to putting in a submission to get that IP/block of IP's un-blocked.
However, it
might also mean that your internet provider is not being particularly careful about what service providers
they use, or who &/or what their users are or are not doing, and if that sorta thing happens regularly with an internet service provider, it
might (but not necessarily
must) mean that they are at least
juuust a little bit dodgy themselves... or even that they might be fully dodgy and doing something like (amongst a raft of other dodgy possibilities) piggy-backing on your legit use of those IP's that aren't blocked in order to aid/cover them in carrying out their other 'not so legit' activities! That's certainly not
always what's going on, and if it does, it's not usually all that often anyway, but if you
know that
you're only ever doing legit stuff on legit sites, yet you regularly get blocked IP messages, and nothing you do at your end seems to make any difference, and repeated requests to your internet service provider has not made any difference either, there
juuust might be some very good reasons to suggest you should look into changing your internet service provider pdq!
