Radiator Block Off Plate

Does the radiator block off plate that is available for the Rt have any effect on the cooling system? Seems to me that restricting air flow only would cause other problems. As they say, for every action there is a re-action.

You're not really restricting airflow if there is more exit area than entrance area to the radiator, in fact, having them in balance will equate to more efficient airflow.
