I can’t speak for Canada’s laws. In the US anything that protrudes more than 5mm will invalidate your helmets certification.
I have nothing to offer regarding the actual laws in the US/Canada/Australia or anywhere else, but in my own mind I can understand why protrusions on the sides of helmets are an issue. In an accident, it's the sides of the helmet that are in contact with the road or obstacle in the majority of cases and adding a protrusion may prevent the helmet from sliding (which is what it's meant to do) and may cause the helmet to get caught and twist (which is not so good).
I would expect a Brake Free unit, mounted low and on the back would not interfere with a helmets ability to slide cleanly.
