How do I get the key mechanism out of the side bag latch?

I would take the new one and a key to a locksmith and have the new one re-keyed. Then just replace the latch mechanism.

I assume to rekey it you have to get the barrel out, which would entail removing the mechanism, which then would then not need the locksmith?

Yes, to rekey the lock you need to pull it from the vehicle.
It depend on which part the OP has.
If OP has the entire new lock, then the barrel and case (together the "lock") can be sent to the locksmith. If you have to pull the barrel out of the case, a locksmith is the best to do that.
IF OP has a latch with integral lock, The latch can be sent to the locksmith.


Re-reading the OP question ... I misread what was being asked. The OP needs to move the lock on the old latch to the new latch. No rekey needed if OP can get it moved.

Usually you have to stick a key into the lock, turn it and depression a release on the housing to extract the lock. If the key is broken off inside the lock making this impossible then you might have to take another approach. If you have the head of the key left you might be able to place one small drop of instant glue on whatever remains on the key head and see if you can glue it back to the cut key so you can extract it.

With the key completely removed, it can be used to cut a replacement. If you can’t get the key out by gluing it back together, you might need very small tweezers and picks to dig it out.

Failure to extract the key may lead to the need for more parts replacement, which is likely more expensive.
